Before submitting a manuscript, authors are requested to read all relevant guidelines and policies concerning the submission, review, processing, and publication of manuscripts.

How to Complain?

Authors have the right to submit a complaint and request an explanation if they believe that misconduct has occurred or that applicable journal policies, publication ethics principles, or established procedures have been violated.

Complaints should be submitted in writing to jorarhelal-uast.ac.ir.

All complaints concerning the journal’s editorial and publication processes will be reviewed and addressed in accordance with the journal’s Policy for Dealing with Complaints and applicable publication ethics principles.


Complaints Categorization
An author or any other scholar may submit complaints regarding:
  • Plagiarism

  • Copyright infringement

  • Fabrication, falsification, or other forms of research misconduct

  • Violations of established research standards

  • Undisclosed conflicts of interest

  • Bias or lack of impartiality in the peer-review process

  • Unreasonable delays in manuscript processing

  • Inappropriate or inadequate peer-review comments

  • Authorship or contributorship disputes

Policy for Dealing with Complaints

Upon receipt of a complaint, an acknowledgement will be sent to the complainant within three working days, excluding the date of receipt. The acknowledgement will confirm that the complaint will be reviewed and handled appropriately.

The journal’s designated editorial team will initiate and conduct the investigation under the direction of the Editor-in-Chief. Where necessary, relevant documents, records, and statements from the parties concerned may be reviewed. Upon completion of the investigation, the findings will be reviewed by the appropriate editorial authority, and a decision will be communicated to the complainant using the email address provided in the complaint.

If the complainant considers the initial response insufficient, they may request that the complaint be escalated to a more senior member of the editorial team.

If the matter remains unresolved, the complaint may be escalated to the Executive Editor and, ultimately, to the Editor-in-Chief. The decision of the Editor-in-Chief will constitute the journal’s final internal decision.

Where the complainant remains dissatisfied after receiving the journal’s final internal response, they may refer the matter to an appropriate external body, where applicable.

Complaints that fall outside the authority or responsibility of the Journal of Rescue and Relief editorial staff will be referred to the relevant authorities within the Iran Helal Higher Education Institute of Applied Science and Technology.

All complaints will be handled respectfully, impartially, confidentially where appropriate, and within a reasonable timeframe.
