fa مطالعه موردی: بررسی عملکرد مدیریت بحران در سیلاب بمپور حقوق بشردوستانه Humanitarian laws گزارش کوتاه Short report <div style="color: rgb(34, 34, 34); font-family: Arial, Verdana, sans-serif; font-size: 12px; text-align: justify;">مقدمه:در تاریخ&nbsp;26 دی ماه 1386، در پی بارش شدید باران از شب سه شنبه 25 دی ماه رفته رفته سیل بندها با آبهایی که از بالا دست می آید از بین می رود، تا اینکه در چند ساعت بعد مقاومت بندها به‌کلی از بین می‌رود&nbsp;(7) و در ظهر 26 دی ماه آب وارد شهر می شود.&nbsp;این پژوهش با هدف تجزیه و تحلیل مدیریت بحران در سیلاب بمپور در دی ماه 1386 انجام شد.</div> <div style="color: rgb(34, 34, 34); font-family: Arial, Verdana, sans-serif; font-size: 12px; text-align: justify;">روش‌ها:&nbsp;تجزیه و تحلیل از طریق ارزیابی سه فاز آمادگی، پاسخ و بهبودی از طریق بررسی گزارش‌های موجود در ستاد مدیریت بحران در خصوص سیل بمپور در سال 1386 و اخبار محلی انجام شد.</div> <div style="color: rgb(34, 34, 34); font-family: Arial, Verdana, sans-serif; font-size: 12px; text-align: justify;">یافته‌ها:با توجه به هشدار هواشناسی نسبت به بارش شدید جلسه ستاد حوادث غیرمترقبه استان و شهرستان ایرانشهر تشکیل شده بود و نیروهای ستاد به حالت آماده باش در نقاط آسیب‌پذیر شهر ایرانشهر مستقر شدند.&nbsp;توجه به شهر ایرانشهر که در خطر سیل ناشی از شکستن سد آبادان بوده است سبب می شود که بمپور از کانون توجهات خارج شود. از مردم در چند ساعت قبل از سیل خواسته شده بود که به جای امنی بروند. در پی بارش شدید باران، در ظهر 26 دی ماه 1386 ، آب وارد شهر بمپور می‌شود. در فاز پاسخگویی، بیش از 100 امدادگر در امدادرسانی حضور داشتند. همچنین 500 نفر از روستاییان سیل زده به مناطق امن ایرانشهر منتقل شدند و به 1322 خانوار آسیب دیده به تدریج بر اساس وخامت حال آنها امدادرسانی شد و 1788 تخته چادر، 1367 تخته موکت و ۸612 تخته پتو و والور در بین آسیب دیدگان توزیع شد.در فاز بازسازی، مقداری از مردم در مدارس اسکان داده شدند و برای سایر مردم چادر تامین شد. 30 توالت صحرایی ساخته شد.</div> <p style="color: rgb(34, 34, 34); font-family: Arial, Verdana, sans-serif; font-size: 12px; text-align: justify;">نتیجه‌گیری:&nbsp;سیلاب بمپور اگر چه با خسارات مالی فراوان همراه بود، اما تلفات انسانی نداشت. همچنین این پژوهش نشان داد توجه بیشتر به مسائل بهداشتی پس از حادثه و اهمیت دادن به مبحث حمایت های روانی به آسیب دیدگان از مسائلی است که در امر امداد رسانی باید توجه بیشتری به آن گردد.</p> <div style="color: rgb(34, 34, 34); font-family: Arial, Verdana, sans-serif; font-size: 12px; text-align: justify;"><strong>Introduction:</strong>Following the 24-hours heavy rainfall in January 2008, the whole dams were destroyed gradually in Bampoor, the city of Sistan & Baluchistan, and it went under water. This study aims to analyze the crisis management in Bampoor flood in January 2008<strong>.</strong></div> <div style="color: rgb(34, 34, 34); font-family: Arial, Verdana, sans-serif; font-size: 12px; text-align: justify;"><strong>Methods: </strong>By studying the available reports and local news of the crisis management center, disaster was analyzed and assessed through three phases: Preparation, Response and Recovery in 2008.</div> <div style="color: rgb(34, 34, 34); font-family: Arial, Verdana, sans-serif; font-size: 12px; text-align: justify;"><strong>Findings:</strong>Due to meteorological warning of heavy rainfall, the emergency meeting of unexpected disaster center in province and Iranshahr Township has been held and the forces settled in the vulnerable points of city. Because of Iranshahr flood, all ignored Bampoor town. So, following the heavy rainfall, people were asked to move to the secure places. According to the results, over 100 relief workers were in response phase; 500 villagers were transferred to the safe places; 1322 vulnerable households were given aid gradually; and also 1788 tents, 1367 carpets, 8612 blankets were distributed among affected ones.
